There is an app called Ringtone Maker that lets you mix your own custom klingeltöne kostenlos. It's not as robust as the other apps, but it works fairly well. The app supports most file types, including mp3, WAV, and AAC. You can load the sound file, cut out what you want, adjust it, and save it as a ringtone.
